Permission problems

1. Confirm the user's assigned roles.
2. Review IR Role Restrictions and restricted designations.
3. Reproduce with the same user rather than Administrator.
4. Test list access, direct URL access, reports and document creation separately.
5. Clear cache after changing roles or permissions.
