Notification and scheduler problems

Confirm the scheduler is enabled, workers are running and recipient tables contain enabled users with valid email addresses.

bench --site your.site.name enable-scheduler
bench --site your.site.name doctor

Inspect Scheduled Job Type, RQ Job, Scheduler Log and Error Log. Run individual controller methods only in a lab site or with a clear understanding of their email effects.
